| 目的：在划分河南省医养结合政策变迁阶段的基础上，分析政策变迁原因，为河南省医养结合政策变迁的路径优化提供政策借鉴与决策参考。方法：构建倡导联盟框架模型分析河南省医养结合政策的变迁原因。结果：外部事件和政策取向的学习会促进倡导联盟修正自身信念，信念系统的变化和倡导联盟的博弈会引发医养结合政策演变。结论：提出了未来医养结合政策调整与变迁应大致遵循的思路和原则，继续践行“以人民为中心”的发展理念，深化政策取向学习以及健全多元协同参与的治理机制。 |

| Abstract: |
| Objective: Through the division and analysis of the changing stages of the health care integration policy in Henan Province，it discusses the reasons for the policy changes in order to provide policy and decision-making references for the path optimization of the health care integration policy in Henan Province. Methods: A framework model of advocacy alliance was built to analyze the reasons for the changes of the health care integration policy in Henan Province. Results: The learning of external events and policy orientation will promote the alliance to revise its own beliefs. The changes of belief system and the game of advocating the alliance will lead to the evolution of the health care integration policy. Conclusion: The general ideas and principles for the future adjustment and change of the policy of health care integration are proposed，which include continuing to practice the "people-centered" development concept，deepening the learning of policy orientation，and improving the governance mechanism of multi-faceted collaborative participation. |
