| 随着我国大健康环境的变化，人民群众的健康保障需求不断增长，以基本医保为主的单方支付体系既要“保基本”，又要促进产业创新，同时还要兼顾大健康管理以提升健康水平，供需杠杆面临着失衡的风险，亟需创新治理体系，构建多层次医疗保障体系，以实现多方共付机制的建立和完善。在多层次医疗保障体系视角下探讨单方支付模式的现状和困境， 并对多方支付机制进行必要性和经济学分析，有助于为今后推动多层次医疗保障体系建设和医保协作治理发展提供参考。 |

| Abstract: |
| With the changes of general health environment in China，the residents' demand for healtheare keeps growing. The single-payer system mainly comprises of basic medical insurance not only covering the basic demand and promoting industrial innovation，but also taking into account the general health management to improve the health level. The demand and supply leverage of medical security are facing the risk of imbalance. It is urgent to innovate the governance system and construct a multi-level medical security system to establish and improve the multi-payer system. Based on the perspective of multi-level medical security system，the current situation and dilemma of single-payer system are discussed. Analysis of the necessity and economics of multi-payer system are conducive to provide references for promoting the construction of multi-level medical security system and the cooperative governance and development of health insurance in the future. |
