目的:探讨公立医院报价奖励的设定,旨在优化与完善复杂型医疗服务项目定价模型,为形成价格新机制提供参考。方法:利用概率论与数理统计对构建的医保基金支出模型进行求解与分析。结果:对于任意n(n≥2)家参与报价的公立医院,均存在唯一最优的奖励系数与之对应,使得政府价格规制部门的医保基金期望支出达到最小。此外,最优的奖励系数随参与报价的公立医院数量的增加而逐步增大。结论:优化后的复杂型医疗服务项目定价模型不仅兼顾了医院、患者、医保三方利益,而且能够有效防止公立医院虚高报价,具有较好的应用价值。 |

Abstract: |
Objective: To explore the setting of quotation incentives for public hospitals,in order to optimize and improve the pricing model of complex medical service items,and to provides for the formation of a new price mechanism. Methods: Using probability theory and mathematical statistics to solve and analyze the constructed medical insurance fund expenditure model. Results: For any public hospitals participating in the quotation,there is a unique and optimal reward coefficient corresponding to it,and the expected expenditure of the medical insurance fund of the government price regulation department is minimized. In addition,the optimal reward coefficient increases gradually with the increase of the number of public hospitals participating in the quotation. Conclusion: The optimized pricing model for complex medical service items not only takes into account the interests of hospitals,patients and medical insurance,but also can effectively prevent public hospitals from inflating prices,which has good application value. |
