| 目的：分析中国医改的投入和产出，为完善未来中国相关政策和措施提供有益借鉴。方法：采用中国国家卫生服务调查、中国统计年鉴等数据，比较分析医改前后卫生资源的分配情况、居民健康情况、卫生服务利用情况和医疗经济负担情况。结果：中国2009～2016年医改期间，医院卫生技术人员逐年增加，2016年医院卫生技术人员占全国卫生技术人员的64.1%；2016 年政府卫生支出的74.08% 用于了疾病治疗，而用于公共卫生仅占15.11%。与 2008年相比，2013 年居民慢性病患病率上升了9 个百分点。2016年与2009年比较，年诊疗人次增加了24.4 亿人次，年出院人次增加了1亿人次。2016年居民个人实际负担医药费用的49.36%。结论：中国应将新增卫生投入和资源更多用于疾病预防控制，以提高居民健康水平和卫生投入与产出绩效。 |

| Objective: To analyze the input and output of China’’s medical reform, and to provide useful reference for the improvement of China’’s relevant policies and measures in the future. Methods: China national health services survey, China statistical yearbook data, the distribution of residents, health status, health service utilization and medical burden of health care before and after the comparative analysis of health resources. Results: During the period from 2009 to 2016 China health care reform, hospital health workers increased year by year, health professionals in hospitals in 2016 accounted for 64.1% of health professionals; government health expenditure in 2016 74.08% for the treatment of the disease, and for public health accounted for only 15.11%. Compared with 2008, the prevalence rate of chronic diseases increased by 9 percentage points in 2013. Compared with 2009, the number of annual visits increased by 2 billion 440 million, and the number of discharged patients increased by 100 million in 2016. In 2016, 49.36% of the actual medical expenses were borne by the residents. Conclusion: China should put more new health investment and resources into disease prevention and control, to improve the health level and health input and output performance of residents. |
