2011年和2016年我国护理人力资源配置公平性的比较研究

摘要:
目的:对2011年和2016年的全国护理人员配置现状及公平性进行分析。方法:采用描述性统计、洛伦兹曲线和基尼系数等方法进行研究。结果:医护比例失调现象严重,护理人员按照人口和人均可支配收入配置的公平性高,按照地理面积配置的公平性差。结论:合理引进和留住护理人才,采取针对性的人才政策,提高护理人员整体配置的公平性。

Abstract:
Objective: To analyze the current situation and fairness of China’s nursing human resource allocation in 2011 and 2016. Methods: Descriptive statistical analysis method, Lorenz curve and Gini coefficient were integrated applied to estimate the equity of nursing human resource allocation. Results: The ratio of doctors and nurses is unbalanced, the allocation of nursing resources is equitable for the population and per capita disposable income while highly inequitable for Geographical areas. Conclusion: Introduce and keep nursing talent reasonably and take targeted talent policy to improve the equality of nursing human resource allocation
