| 目的：通过对新疆乌鲁木齐市城乡居民医疗保障制度统筹前后政策变化情况的调查，为城乡医保统筹并轨的发展提供建议。方法：对医保整合后筹资标准、报销比例以及管理方法等方面的变化进行对比分析。结果：合并后新农合参保人员三级医院个人筹资标准和起付线提高，在一定程度上影响参保人员就医选择；城乡经济差距影响整合城乡居民医保工作。结论：制度设计中应考虑参保人员的个人缴费水平与待遇水平相一致，加大政府支持，缴费标准和待遇标准需借鉴或创新。 |

| Objective: Through to the xinjiang urumqi urban and rural residents’’ medical security system as a whole the policy change before and after the investigation, provide Suggestions for the development of urban and rural medical insurance plan as a whole system. Methods: The health care financing after integration standards, reimbursement ratio, and the change of management methods and so on were analyzed. Results: The combined new farming and ginseng protect personnel to personal financing standard of the third class hospitals and the higher the starting line, to a certain extent affect the ginseng protect personnel to go to a doctor;The economic gap between urban and rural areas affect the integration of urban and rural residents health care work. Conclusion: The system should be considered in the design of ginseng protect personnel to the level of individual pay cost is consistent with the level of treatment, increasing government support, payment standard and treatment standard reference or innovation. |
