| 契约式社区医疗服务是建立分级诊疗制度的着力点，合理的筹资机制是契约式社区医疗服务有效运行的关键。在政府、社区医院、签约居民等利益相关主体博弈致使社区医疗出现经费瓶颈的限制条件下，探讨筹资机制的改进尤为重要。本文分析了当前契约式社区医疗筹资机制的困境及其利益博弈的主要焦点，认为可以通过多元化的筹资渠道、科学的筹资标准、合理的统筹层次、高效的资金监管等方面对契约式社区医疗的筹资机制加以改进。 |

| Contractual community medical service is a focus of establishing grading diagnosis and treatment system, reasonable financing mechanism is the key to the effective operation of the contractual community medical service. It is particularly important to explore the improvement of financing mechanism in the government, community hospital, contract residents and other stakeholders?in community health care fund bottleneck constraints. This paper analyzes the dilemma and the main focus of the game of financing interests of the current contractual community medical financing mechanism. It is considered that the financing mechanism can be improved by means of diversified financing channels, scientific financing standards, reasonable overall arrangement, efficient capital regulation and so on. |
