| 医院基于价值购买作为按绩效付费的一种模式，在美国越来越受到重视，Medicare试图将其用于激励服务提供者提供更具价值和质量的医疗服务。文章对美国医院基于价值购买项目的实施背景、筹资和支付模式、绩效评价进行了详细介绍。我国支付方式改革中同样应该关注医疗服务质量，并从绩效评价体系、激励机制、多措施配合等方面借鉴有关经验，合理设计实施方案。 |

The article introduces the background，finacing and payment method，and performance measurement of the program.China also calls for P4P payment method in current health reform，and could learn how to design it from the the HVBP program |
