| 近几年我国供给侧改革的重点之一是我国的公立医院改革。本文通过建立以医生、患者和政府为参与主体的4阶段动态博弈模型，分析政府监管的有效性和医生以及患者预期利润的影响因素，并结合我国医疗行业现状，提出我国公立医院供方道德风险的约束机制并提出相应政策建议。 |

| in recent years, the focus of China’’s supply side reform is the reform of public hospitals in china. This paper analyse the effectiveness of government regulation and of the influencing factors of the doctors and patients expected profits through the establishment 4 stage dynamic game model involved the doctors, patients and the government as the subject, and combined with the status quo of China’’s medical industry, puts forward the restriction mechanism of the moral risk of public hospital supplier in China and the corresponding policy recommendations. |
