| 目的：对陕西省卫生计生资源配置的现状和公平性进行评价。方法：采用基尼系数和卫生资源密度指数评价卫生计生资源配置的人口公平性和地理公平性；使用泰尔指数评价卫生计生资源配置的地区内部和地区间公平性。结果：陕西省卫生计生资源配置的公平性正在提高；按人口分布配置的公平性较好，按地理分布配置的公平性较差；在卫生计生资源中，卫生技术人员短缺，特别是执业（助理）医师短缺，影响了资源配置的效能和公平性。结论：应该加强卫生计生发展规划的引导作用，加大北部和南部地区卫生计生人才队伍建设，建立符合陕西省实际情况的卫生计生服务体系，从而提高卫生计生资源配置的公平性。 |

| Abstract: |
| Objective: To evaluate the current situation and fairness of the health and family planning resource allocation of Shanxi province. Methods：This paper uses the health and family planning statistical almanac and survey statistics , which is operated by Gini coefficient and HRDI , to evaluate the fairness between population and geography . We also use the Thail coefficient to evaluate the fairness in the interior and exterior of district. Results：The fairness of the health and family planning resource allocation is enhancing ; the fairness that is allocated by population is better while which allocated by geography is worse ; the health workers are in a quantity of shortage , especially the medical practitioners , which has an influence in the efficiency and fairness in resource allocation. Conclusion: In order to improve the fairness of the health and family planning resource allocation, we should enhance the guiding function of health planning, strengthen human resources construction of the north and south area, and establish the health and family planning service system which conform to the actual situation of Shanxi province. |
