| 基本公共卫生经费是国家对基本公共卫生服务项目实施的专项补贴资金，但目前资金的使用和分配仍存在诸多问题。为改善基本公共卫生资金使用现状，提高使用效率，推动国家基本公共卫生服务项目的有效落实，充分发挥基本公共卫生资金的民生效益，课题组尝试借鉴一套科学的方法测量基本公共卫生服务项目工作量，用来指导基本公共卫生服务项目资金使用和分配。 |

| The primary health care service project funds is the special subsidies for national basic public health service projects that state invested ,but there existed problems in the usage and allocation process of primary health care service project funds.In order to change the present situation and improve the efficiency of the funds usage , promote effectively implementation of the national basic public health services, Give fully play to people’s livelihood benefits of primary health care service project funds,Our team tried to learn a scientific method measuring the basic public health services work to guide the usage and allocation of basic public health services funds. |
