| 文章在分析青岛卫生服务体系现状和问题的基础上，结合国内外相关研究与实践，从功能协同的角度对青岛卫生系统进行了系统设计，梳理了各级各类医疗卫生机构的功能定位和协同关系，并提出完善基层网络布局、健全分级诊疗模式、推进信息化、发展社会办医疗和短缺资源等保障措施。 |

| Abstract: |
| Based on the analysis of Qingdao’s present situation and problems of health service system, combined with domestic and foreign relevant research and practice, the article discussed the redesigning of Qingdao health services system with emphasis on the function collaboration, and put forward different medical institutions under the system of its own function and collaborative relationships between each other . Meanwhile, the article put forward several supporting measures including sounding the community health service network, optimizing the hierarchical diagnosis model, raising the level of health informationization, developing social and shortage resources,etc. |
