| 文章从分析区域卫生规划的定位入手，阐述了当前背景下加强区域卫生规划工作的重要意义和与医改工作的互动关系；提出结合医改要求，在编制区域卫生规划时要重点关注优化床位、人员、基层卫生资源、短缺领域资源、社会办医、卫生信息资源等六类资源的配置；还要加强规划实施的强制性，提高规划实施效果。 |

| The article analysises the importance of regional health planning and the interaction between planning and reformation under the background of health care reforming. Put forward that we should focus on the optimization of beds, manpower, primary care, shorage resources, social capital and health information.
