| 摘要: |
| 本文从国内外对分级诊疗的定义与实践出发探究分级诊疗的本质，认为分级诊疗是医疗机构之间明“分”实“合”的专业诊疗模式，该模式的实现有赖于各项医疗管理制度的良性运转与协调；其次，对当前我国分级诊疗体系构建的相关制度进行剖析，认为当前分级诊疗体系构建困难的根本原因是行政等级制度导致优秀医疗资源向高端富集；双向转诊制度不完善；良好就医文化尚未形成，最后对分级诊疗体系的制度改革提出建议。 |

| Based on the domestic and foreign classification of the tiered health care system(THCS), This paper studies the nature of the THCS. THCS is regarded as a professional mode of diagnosis and treatment，which are divided on the surface, but combined in practice. And this mode depends on the benign operation and coordination of the medical management system. Then, the current THCS in China is analyzed，The main reason for the difficulty in establishing the current grading system is that administrative hierarchy system leads excellent medical resources to be aggregated in the higher level hospital; two- way referral system is not perfect; good medical culture has not yet formed. At last, suggestions about the reform of the THCS system are put forward. |
