The supply and demand imbalance of high quality health care resources requires transformation of health service model, in order to form the integrated orderly hierarchical diagnosis and treatment system. Through real-time interaction, widespread connection, internet health can facility the organic integration of health care resources and promote the patient-doctor matching. On the basis of clear concept of internet health, we built a three layers resource integration structure and application model for internet health from resource integration perspective of system theory, which included information resource integration model, physician resource integration model and service resource integration model. According to the requirement of hierarchical diagnosis and treatment system, we thoroughly analyzed the mechanism of each model, including the optimized matching mechanism, process reengineering mechanism, model separation mechanism and service extending mechanism. This paper provides a theoretical reference for the profound grasp of the inherent characteristics and external functions of the Internet health.
