| 文章分析了“健康优先发展”的意义与价值，阐释了“健康优先发展”的基本内涵与核心要义，提出了“健康优先发展”制度体系的框架。文章认为，“健康优先发展”是将健康作为一个国家经济社会发展中的优先事项加以安排的一系列理念、制度、发展模式的集合，“健康优先发展”制度体系是指一切有利于促进、保障人民健康的各种制度或行为规则构成的、有机联系的统一整体，健康文明、健康促进型社会和健康影响评估制度是制度体系建设的重点。 |

| It analyzes the significance and value of prioritizing health development, explains the basic connotation and core meaning of prioritizing health development, and puts forward the framework of the system of prioritizing health development. It proposes that health priority development is a collection of a series of ideas, systems and development models that arrange health as a priority in a country’s economic and social development. The system of health priority development refers to a unified whole composed of all kinds of systems or behavior rules that are conducive to promoting and protecting residents’health. Healthy civilization, healthy promotion society and health impact assessment system are building blocks of system construction. |
