| 摘要: |
| 积极引入商业保险机制参与医疗保障治理，对于完善我国基本医疗保障制度，实现医疗保障领域治理能力和治理体系现代化的战略目标具有重要意义。惠民保险近年来发展势头迅猛，其“宽门槛、低保费、高保额”的特点使其在服务我国医疗保障治理上有突出优势。文章从政府政策支持、治理模式两方面分析惠民保险参与医疗保障治理现状，然后剖析惠民保险参与医疗保障治理成效以及存在的问题，最后提出了相应的对策建议。 |

| Abstract: |
| It is of great significance to introduce commercial insurance mechanism into the management of medical security in order to improve our multi-level medical security system and realize the strategic goal of the governance ability and modernization of the management system in the medical security field. With the characteristics of "wide threshold，low premium and high insurance amount"，city-customized insurance has developed rapidly in recent years，and has outstanding advantages in serving the medical security management in China. It analyzes the current situation of insurance participation in medical security governance from the aspects of government policy support and governance mode，then analyzes the effectiveness and existing problems of insurance participation in medical security governance，and finally puts forward corresponding countermeasures and suggestions. |
