| “互联网+医疗健康”背景下，医疗票据电子化逐步成为医疗改革的关键之一，但现有的医疗电子票据还存在票据真假难辨、可信流转机制匮乏、重复报销、骗保风险高等难题。文章通过分析区块链与医疗电子票据管理在主要目标、 体系构建以及监管需求的耦合性基础上，构建了区块链技术下医疗电子票据可信流转模式的系统框架与运转流程，并进一步提出从技术、标准、应用3个层面推动区块链技术赋能医疗电子票据规模化发展的建议。 |

| Abstract: |
| Under the background of "Internet + medical health"，the electronization of medical bills has gradually become one of the keys of medical reform，but the existing medical electronic bills still have difficulties in distinguishing the authenticity of bills，lack of credible circulation mechanism，repeated reimbursement and high risk of insurance fraud. Based on the analysis of the coupling between blockchain and medical electronic bill management in the main objectives，system construction and regulatory requirements，it constructs the system framework and operation process of the block chain medical electronic bill circulation mode. It further put forward three aspects of technology，standard and application to promote the blockchain technology enabling the scale development of medical electronic notes. |
