| 摘要: |
| 文章从本源论、本体论、关系论、发展论和趋势论5个方面梳理了基本医疗卫生制度的内涵和发展情况，在明确定位、属性和功能的基础之上，厘清基本医疗卫生制度与深化医药卫生体制改革、卫生健康领域治理现代化之间的关系， 指出在理论和操作层面存在的短板，并提出面对健康中国建设、共同富裕战略等新形势、新要求，应进一步凝聚共识，促进现有制度巩固深化，补齐制度建设中的短板弱项，加快形成攻坚作战的制度集群。 |

| Abstract: |
| It illustrated the connotation and development of the essential healthcare scheme from the perspective of origin，ontology， relationship， development and prospect.Clarifying the orientation， attribute and function， it made clear the relationshipbetween the essential healthcare scheme and other key definitions such as health reform and modernization of health governance.Itpointed out the theoretical and operational shortcomings and analyzed new situation and requirements such as the implementation ofthe Healthy China Strategy and the Common Prosperity Strategy.Recommendations includes further building consensus， promotingconsolidation and deepening of existing regimes， complementing the weak points in institutional construction and speeding up theformation of institutional clusters. |
