| 目的：调查评估2006-2016年云南省36个县新型农村合作医疗保险基金运行情况及运行效率。方法：基于分层抽样法选取云南省12个市州的36个县，由当地医保部门填报2006-2016年新农合数据，运用SPSS22.0软件进行汇总、整理和描述性分析利用数据包络分析（DEA）模型计算各年份基金运行效率得分。结果: 2006-2016年云南省农民参合率及统筹基金总额逐年提高；新型农村合作医疗保险基金的综合效率和纯技术效率较低，规模效率相对较高，综合效率主要受纯技术效率影响。结论：云南省2006-2016年新农合运行情况良好，参合率与筹资水平逐年提高，基金结余趋向稳定，基金运行的综合效率主要受纯技术效率影响，存在投入浪费，仍需进一步提高基金管理水平。 |

| Objective: Investigate and evaluate the operation and operating efficiency of the new rural cooperative medical scheme(NRCMS) fund in 36 counties of Yunnan Province from 2006 to 2016.Methods: The data of the NRCMS participation in 36 counties from 2006 to 2016 were obtained with the stratified sampling method. SPSS22.0 software was used to summary, arrange, and describe data. Data envelopment analysis（DEA）was used to assess the efficiency of fund operation in each year. Results: From 2006 to 2016, The coverage rate in Yunnan province for the NRCMS has increased yearly. Overall fund balances fluctuate greatly, the comprehensive efficiency and pure technical efficiency of the NRCMS fund are relatively low. And the scale efficiency of NRCMS was relatively high. The overall efficiency is mainly influenced by the purely technical efficiency and efficiency. Conclusion: The NRCMS in Yunnan performed well from 2006 to 2016. The participation rate and funding level increased yearly. The balance of fund tends to be stable. The comprehensive efficiency of NRCMS is mainly influenced by pure technical efficiency. There is a waste of investment in fund operating, still need to further improve the level of fund management. |
