| 随着医药卫生体制改革的不断深化，医疗技术劳务价值逐步凸显，国家对于建立医疗服务价格调整体系提出更高要求。本研究基于医疗价格改革“优化结构，有升有降”的原则，以医疗质量差异化因素为切入点，提出医疗服务弹性收费机制，旨在顺应国家医改精神与公立医院发展方向，探索优化医疗服务收费机制。 |

| With the deepening reform of health care system, the value of technical treatment is becoming more and more important. Based on the principle of “optimizing the price” structure, this study considered the differences of medical quality, and put forward the opinions on flexible charging mechanism, which designed to conform to the national spirit of the reform and to improve the medical charging mechanism. |
