| 目前我国医疗服务体系结构性问题突出，供给端的资源配置失衡导致效率低下，难以满足居民的健康需求。分级诊疗通过合理配置和利用卫生资源引导居民有序就医，这就要求从供给结构上进一步调节资源配置，明确各级医疗机构发展定位，通过提高公立医院效率，加强基层供给能力和探索支付方式改革来推动分级诊疗制度的实施。 |
