| 研究分级医疗与双向转诊和家庭医生签约制度，是解决卫生资源配置倒三角状态，卫生服务供给侧失衡，供需矛盾突出的突破口。课题组针对黑龙江省分级医疗与双向转诊已出台的政策、运行现状，提出改进改进措施与政策建议。 |

| The study of level medical system and dual referral and family doctor signing system,which is the key to solve the unbalanced allocation of health resource in different areas and the imbanlance between supply and demand.The research group has put forward the improvement measures and suggestions according to the current policy of the level medical system and the dual referral in HeilongJiang province. |
