| 确保人人享有基本医疗卫生服务，提高基本医疗卫生服务的公平性、可及性是全科医生制度的焦点所在，而政府行为的优化则是完善制度的重要前提与保障。目前，我国政府在全科医生制度的实施过程过程中已承担了方方面面的责任，但仍有不足。文章基于政府承担责任中存在的主要问题，进而提出针对性的策略建议，为全科医生制度的顺利实施供有益参考。 |

| The aim of the general practitioner system isensure thatresidents access to basic medical and health services, improve the fairness and accessibility of basic health services.The optimization of government behavior is an important prerequisite and guarantee to improve the system. At present, the Chinese government has taken on all aspects of responsibility in the process of the implementation of the general practitioner system. Based on the main problems in the government’’s responsibility, this paper puts forward some strategic suggestions for the successful implementation of the general practitioner system. |
