| 以服务为基础的支付（ABP）是当前国际上关于医疗服务供方支付制度的理论研究热点。目前国内尚未有学者针对这一概念进行相关研究。本文从以服务为基础的支付制度的定义出发，介绍其基本概念、在国外的发展现状、主要实施模式和实证效果，并据此对我国当下的医保支付制度的理论研究和改革方案制定提供参考建议。 |

| Abstract: |
| Activity-based payment (ABP) is the international norm on health care payment system researches in recent years. However, it has never been studied in our country. This paper introduced the definition of activity-based payment, its implementation in the industrial countries and the empirical effects. Furthermore, we’d put forward the policy implications for the theoretical researches and policy making decisions of hospital payment reform in China. |
