| 城乡医保整合是建设健康中国、全面建成小康社会的必然要求。福建省三明市于2014年将新型农村合作医疗与城镇居民基本医疗保险整合为城乡居民基本医疗保险，其做法有诸多亮点，最重要的是通过成立医管中心有效实现医保整合，但也存在一些问题，主要体现在筹资缺乏科学性和基层能力不足方面。在接下来的改革中，需要通过科学测算调整筹资、补偿水平，并以强基层为突破口强化医保整合效果。 |

| Abstract: |
| The integration of urban and rural residents’’’’ health insurance is an inevitable requirement for building a healthy and well off society in china. Sanming, Fujian integrated the New Rural Cooperative Medical System and The Urban Resident Basic Medical Insurance into Basic Medical Insurance for Urban and Rural Residents. There are many highlights, of which the most important is realizing integration through the establishment of Medical insurance fund management center. There are also some problems, mainly unscientific financing mechanism and inadequate service ability of primary medical institutions. In the next reform, it is necessary to adjust the financing and compensation level through scientific estimates, and to reinforce the effectiveness of the integration by strengthening the ability construction of grass-roots institutions. |
