| 我国分级医疗服务体系以基层首诊、双向转诊、急慢分治、上下联动为主要内容，其中基层首诊和双向转诊为分级诊疗的重点问题。但我国现阶段存在基层服务能力弱，患者上转顺利而下转困难的现象。文章从博弈论视角出发提出三级医院和基层医疗机构非零和博弈的策略选择，以县级医院为切入点形成基层医疗机构利益共同体，实现长期供需平衡管理。提出“以县促乡”，通过政府放权于县级医院来带动基层医疗服务能力的提高，形成分级医疗服务体系的坚实终端，提供高效连续的医疗卫生服务有效供给，实现供给侧结构性改革，切实推动分级诊疗政策的落地，构建更加完善的分级诊疗服务体系。 |

| China’’s hierarchical medical service system to the primary diagnosis, two-way referral, acute and slow divide, upper and lower linkage as the main content, including primary diagnosis and two-way referral for grading diagnosis and treatment of key issues. However, at present, there is a weak basic service in our country, and the patient has difficulty in transferring smoothly. From the perspective of game theory, this paper puts forward the strategy choice of non-zero-sum game in tertiary hospitals and primary health care institutions, and forms the community of interests of grass-roots medical institutions with the county hospitals as the starting point to achieve long-term supply and demand balance management. The government should give priority to the county level hospitals to promote the improvement of primary medical service ability, form a solid terminal of the hierarchical medical service system, provide efficient and continuous supply of medical and health services, realize the supply side structural reform, And effectively promote the classification of treatment policy landing, to build a more comprehensive system of diagnosis and treatment services. |
