新医改背景下山东省村卫生室经济脆弱性分析 |

摘要: |
目的 对新医改后山东省村卫生室经济脆弱性情况进行研究。方法 筛选了卫生室经济脆弱性评价指标,并运用集对分析法和障碍性因素分析法进行分析。结果 2012-2014年村卫生室经济敏感性和应对力水平均较高,敏感性指数和应对力指数分别达到0.87和0.96以上,卫生室脆弱性水平较低,脆弱性指数均在0.26以下,呈先降后升的态势。诊疗收入是卫生室经济敏感性的主要贡献因素,2012-2014年,其障碍度系数分别为0.0468、0.0426和0.389;新农合报销总额是卫生室经济敏感性应对力的主要障碍性因素,2012-2014年,其障碍度系数分别为0.5378、0.4558和0.4942。结论 村卫生室经济脆弱性水平整体较低,但处于高敏感性-高应对力-低脆弱性的“风险”状态。村民的就医选择和卫生室运营成本 |

Abstract: |
Objective: To analysis the economic vulnerability of village clinic in Shandong province. Methods: Evaluation index were selected then methods of set pair analysis and obstacle factors analysis were adopted to do this analysis. Results: From 2012-2014, the economic sensibility and resiliency of village clinic were high, the index of economic sensibility and resiliency were higher than 0.87 and 0.96 respective. In general, the economic vulnerability of village clinic was acceptable, the economic vulnerability index was lower than 0.26. Income from diagnosis and treatment was the main contributing factor for economic sensibility. The obstacle index from 2012-2014 were 0.0468, 0.0426 and 0.389. Limit of the new rural cooperative medical system was the main obstacle factor for economic resiliency. The obstacle index from 2012-2014 were 0.5378, 0.4558 and 0.4942. Conclusion:The economic vulnerability of village clinic is acceptable, but in risk which means “high sensibility- high resiliency- low vulnerability”. People’s choice of health care service and operating costs of village clinic were main reasons of economic vulnerability. Limit of the new rural cooperative medical system is the key obstacle factor of economic resiliency. |
