| 摘要 目的:通过分析湖北省2014年新农合基金使用和管理的审计报告，研究总结湖北省新农合基金在使用和管理中存在的问题，并提出相应对策建议。方法：运用贝雷尔森(Bernard Burleson)的内容分析法对20个地区的审计报告进行定性、定量分析。结果：被审计地区新农合基金使用和管理主要在六个方面存在不同程度的问题：重复参保、重复报销；套取、骗取新农合基金；违规使用新农合基金及违规收费；专项基金管理不规范；新农合运行业务管理不规范。结论：通过进一步完善医疗保险体系，加强对新农合资金使用和管理的监督与审核力度，提升信息化管理水平，加强宣传教育等措施促使新农合基金使用与管理更加科学、规范和高效。 |

| Abstract Objective: According to analysis the audit report of the management and usage in 2014 of new rural cooperative medical system (NCMS) funds in Hubei province summary the problems and puts forward corresponding countermeasures and Suggestions .method : we used the content analysis of Bernard Burleson to analysis the 20 audit reports of different districts . Results：There are six main problems at different level existed in the management and usage of NCMS Insurance funds in Hubei province, such as repeat purchasing insurance of primary medical treatment ，defrauding the NCMS funds , illegal using the NCMS fund and so on .Conclusion：Through improving the medical insurance system, strengthening supervision and audit of the management and usage of NCMS funds ,enhancing the level of information management and strengthening the propaganda and education and so on, to make the fund management and disbursement more scientifically, standardly and efficiently, |
