| 北京市各区县政府以政府购买服务的方式引入商业保险公司经办新农合业务，政府与商业保险公司签订的经办合同是确定双方权利义务关系的核心文件。文章对经办合同的合法性、合理性进行了分析，并在此基础上提出了完善合同条款的对策、建议。 |

| Beijing district government purchase service from commercial insurance company managers in new rural cooperative medical service management area, government and commercial insurance companies signed the contract is to determine the rights and obligations between each other. The paper analyzed the contract’s legitimacy and rationality and proposed countermeasures to improve the terms of the contract. |
