| 摘 要：本研究分析国家对地方转移支付中医药项目事权划分的现状和存在的问题，阐述《中医药法（草案）》对中医药项目事权划分的意义，在此基础上提出中医药项目事权划分的关键和原则。根据《中医药法（草案）》来划分中医药项目事权的框架。本研究也给出了中医药项目事权绩效管理的建议：提高转移支付比重、合理分层级划拨经费、细化事权项目支出等。 |

| Abstract: This study analyzes the current status and the existing problems of transfer payments to the national governance division of Chinese medicine projects, then it describes the “Chinese Medicine Law(Draft)” on the division of powers of Chinese medicine projects.On this basis,this paper mainly discusses two issues,namely the critical points of the power allocation as well as principles.Based on the “Chinese Medicine Law(Draft)” ,it also constructs the framework for Chinese medicine projects’ governance.Finally,this paper also gives the suggestions for Chinese medicine projects governance performance management, such as improving transfer payments proportion, making the hierarchical allocation of funds to be reasonable, refining governance project expenditure and so on. |
