| 目的：构建卫生监督机构突发事件应急反应能力评价指标体系框架。方法：通过文献法、头脑风暴法和专家咨询法，初拟评价指标体系框架，采用德尔菲法进行两轮专家征询，确立评价指标体系框架。结果：2轮问卷回收率均为100%，一级指标权威系数the first index均值为0.82，第二轮专家咨询一、二、三级指标的协调系数协调系数分别为0.954、0.820、0.565，P<0.05。建立了卫生监督机构突发公共卫生事件应急反应能力评价指标体系，指标体系框架包括4个一级指标，10个二级指标和37个三级指标。结论：专家意见的可靠性较高,指标筛选过程比较规范,指标比较全面,可用于实践进一步检验与完善。 |

| Abstract: |
| Objectives: to construct an evaluation indicator system for emergency response capability among health supervision institutions. Methods: this study made an initial indicator system by using brain storming, literature method and expert consulting, and constructed an evaluation indicator system by Delphi method.Results: Both the response rates of two round questionnaires survey are 100%, the means of authoritative coefficient for the first-dimension indicators is 0.82. For the second round of expert consulting, the coordination coefficients of the first, second and third-dimension indicators is 0.954、0.820、0.565 respectively, and both P<0.05. This study constructed an evaluation indicator system for emergency response capability among health supervision institutions. There are 4 first-dimension indicators, 10 second-dimension indicators and 37 third-dimension indicators in this indicators system.Conclusions: Experts opinions have high reliability. The process of screening indicators is normative, the indicator system is comprehensive and can be used and examined in practice. |
