| 目的：比较分析分级诊疗制度下的新疆北疆、南疆和东疆三城市基层社区卫生机构2011-2015年资源配置与利用公平性情况。方法：通过绘制经济学中的洛伦兹曲线、计算基尼系数来衡量基层社区卫生资源配置和利用的公平性。结果：新疆三城市社区卫生体系基本建成，但在资源配置利用上，存在卫生技术人员配置欠公平，卫生技术人员偏少、实有床位数偏低、医护比不合理、社会认可度不高等问题。基本医疗利用不足、不公平，难以完成分级诊疗下沉到社区卫生机构的任务；基本公共卫生服务利用较公平，发展趋势较好。结论：优化社区卫生机构的资源配置，加大卫生技术人员的投入，提高基本医疗利用水平，加大基本公共卫生服务开展力度，努力实现与分级诊疗工作的对接。 |

| Abstract: |
| Objective:To compare and analysis under the classification system of Xinjiang three urban grass-roots community health institutions resource allocation and utilization of fairness in 2011-2015. Methods: Through mapping in economics lorenz curve and calculating Gini coefficient to measure the grass-roots community health resource allocation and utilization of fairness. Results: The three basic urban community system built in Xinjiang, but on the allocation of resources utilization, there is health technical personnel configuration unfair, fewer health technicians, the actual data is low, unreasonable medical than nurse, social recognition is not high. Basic medical use unfair, use is not enough, difficult to fulfill the task of grading diagnosis and sinking to the community health institutions; Basic public health service utilization is fair, development trend is good.Conclusion: Optimizing the resources distribution of community health institutions, increase investment in health technical personnel, improve the level of basic medical use, intensify basic public health service, efforts to achieve docking with the classification of diagnosis and treatment work. |
