| 通过梳理我国三明市、重庆市和福建省3个省市基本医疗保险药品支付标准的试点经验，指出我国应基于分类管理的思想来制定医保支付标准，合理划分支付标准组，选择适宜方法制定支付标准，建立动态调整机制，并解决差额归属及负担问题，以保障医保控费政策的有效实施。 |

| Through analyzing the experience that Sanming, Chongqing, Fujian have introduced or implemented payment standard policies in our country, this paper points that it’s necessary to establish medical insurance payment standard based on the idea of classical management, classify the payment standard group, choose appropriate method to establish payment standard, establish the dynamic adjustment mechanism of drug price system, and resolve the problem of balance of ownership and burden, thus improving allocative efficiency of health resources. |
